Can you use the weld pan as a water pan, or is it just for grease and heat dispersion?

Absolutely you can...weld it so it holds water and install a drain. It isn't really necessary, but it will certainly even out the temperature profile of your rig, but will consume more fuel in the process.
I have found that with the Iron Maiden, it isn't really necessary. If you want to...add a food service pan (one of the disposable ones so you can just chuck it in the trash and not waste time cleaning it) and fill that up...less water to mess with.BBQ Eng.
