All the restaurants I've been in have warnings about consuming undercooked foods.
I would say if you order your Steak rare (or "Tartar), it's your responsibility.
However getting spoiled meat from a Roast that wasn't treated properly would be the fault of the ones who prepared it.
At least that's the way I look at it.
I may be overly safe, but I won't Probe any roasts until 3 hours in, so I don't have to worry about the "40° to 140° in 4 hours thing".

I thought the article did well by pointing out the grinder is 40*, the cutting board and knife is sterile and chilled. Kinda reminded me of a Stone Cold Creamery and how the mix the ice cream on a cold marble slab.Island of Misfit Smokers Member #92
